Can you confirm this glue is clear in the container and not white that dries clear?

the glue is clear in the bottle and dries clear

Can clear PVA be diluted with water?

Yes you can dilute this with water, but it will lessen the stickability.

Can this be used to make glitter jars?

This can be used to make glitter jars as long as you don't plan on washing it as the glue is washable and will pull away the glitter.
